How to read a vehicle inspection report.

A TÜV report, a contrôle technique report or an ITV card: across the EU, every inspection certificate lists the same key facts. Click a line to see what to check.

Roadworthiness certificate
What every EU inspection report shows
Example

Recorded at every test. Compare it with the readings in your Certcar report: from one date to the next, the mileage should only go up.

Minor deficiency

The test is passed. The defect should be fixed, without a re-test.

Major deficiency

The test is failed. The car needs a repair and a re-test, within two months at the latest.

Dangerous deficiency

The test is failed, and the car may be banned from public roads until it is repaired.

What your report shows, wherever the car has been.

The report searches the history recorded for the VIN, across the countries where the car was registered.

Mileage readings

Every reading found for the VIN, on one chart with dates. A drop against an earlier reading is flagged.

Service and history

Service visits, damage records and the car's timeline, from the countries where records were found.

What to ask the seller.

Four things to check on the inspection papers before you pay.

The latest inspection report

It shows the date, the result and the mileage. Check that the VIN on it matches the car.

When the next one is due

If it expires soon after you buy, the inspection and any repairs it asks for are yours to pay.

Defects noted last time

Minor defects on the report tell you what to look at during the test drive.

Mileage against the report

Compare the inspection mileage with the readings in your Certcar report. They should only go up.

Vehicle inspection questions.
Inspections, mileage and what the report shows.
Enter the VIN on this page. You see for free which car it is, and the full report shows the mileage readings and history found for that VIN. For cars registered in Romania it also shows the last ITP inspection and its validity.
No. Inspection results from other countries are on the car's local papers, such as the HU report in Germany or the procès-verbal in France. The report shows the mileage readings, service, damage and theft records found for the VIN.
It depends on the country. In Germany the first HU is due after 3 years, then every 2 years. In France, Italy and Spain the first inspection comes after 4 years. The table on this page lists the rules for private cars.
Each inspection records the odometer. If a later reading is lower than an earlier one, the odometer may have been turned back or replaced. Ask for an explanation and documents.
The inspection schedule of the new country applies from registration there. Keep the last inspection report from the old country: it is one more mileage reading to compare with the report.

Check the history before the viewing.

All you need is the VIN, the 17 characters on the registration document.
